News Summary

Runping ‘Lisa’ Huang and Chunxiu ‘Eva’ Xu have been arrested for their alleged roles in a human trafficking operation in Oakland County. Both women face multiple charges related to forced labor and sexual exploitation. Investigators believe the operation targeted vulnerable individuals, forcing them into sexual services across several cities. The arrests are part of an ongoing initiative by local authorities to combat human trafficking, with efforts to liberate victims and hold traffickers accountable.

Pontiac, Michigan – Two women, Runping “Lisa” Huang, age not specified, and Chunxiu “Eva” Xu, both from Oakland County, have been arrested for their alleged involvement in a human trafficking operation that spanned multiple cities in the area. Huang, residing in Southfield, and Xu from Farmington Hills, face numerous charges related to forced labor and sexual exploitation.

Runping Huang is charged with serious offenses including human trafficking enterprise for forced labor, human trafficking enterprise for commercial sexual activity, prostitution for accepting earnings, and transporting a person for the purpose of prostitution. Chunxiu Xu faces charges of human trafficking enterprise for forced labor and transporting a person for the purpose of prostitution. Huang’s bond is set at $50,000 while Xu’s bond has been set at $150,000. Both women are currently in jail awaiting further proceedings.

The investigation revealed that the trafficking operation, which involved victims being forced to provide sexual services, operated out of several cities including Novi, Farmington, and Livonia. Victims were reported to have worked grueling hours—12-hour days, seven days a week. Many of these individuals did not speak English and lacked access to transportation, putting them at a significant disadvantage and making them more vulnerable to exploitation. The victims were reportedly compelled to turn over their earnings to Huang.

The arrests of Huang and Xu are part of a broader initiative by the Oakland County prosecutor’s office to combat human trafficking in the region. Since November 2024, authorities have filed charges in 27 cases against human traffickers in Oakland County, indicating a concerted effort to address this pressing issue in the community. Prosecutor Karen McDonald has articulated the urgency of fighting against human trafficking and emphasized the necessity of holding traffickers accountable while working to liberate victims.

In connection with the same investigation, Trevor Andrew Scarbrough, 33, was arrested following a search warrant executed at his residence in Pontiac. Scarbrough faces a range of serious charges, including accepting earnings from prostitution, using a computer to commit a crime, human trafficking enterprise resulting in commercial sexual activity, sodomy, delivery/manufacturing of a controlled substance, felony firearm, and keeping a house of prostitution. Authorities confirmed that Scarbrough had been trafficking at least one victim for over a year. His bond has been set at $1 million, and if released, he must wear a GPS tether.

A probable cause conference for Scarbrough is scheduled for May 20 at Michigan’s 50th District Court in Pontiac. Detectives involved in the case believe there may be other victims connected to the operation and are encouraging them to come forward to aid the investigation. The severity of the crimes has prompted a strong response from law enforcement, emphasizing their commitment to tackling human trafficking in the community.

The ongoing investigation reflects an urgent need for collective action against human trafficking, a crime that affects many individuals each year. The perseverance of law enforcement and the legal system aims to bring justice to victims while dismantling such exploitative operations.
