Detroit’s Bold $1.8 Million Plan: Improving Rental Property Safety and Compliance!
Big changes are on the horizon for rental property regulations in Detroit! The City Council recently gave the green light to a groundbreaking initiative totaling $1.8 million aimed at improving the safety and compliance of residential rental properties. This exciting venture is particularly focused on smaller landlords, who may often struggle to meet city standards but are vital to the rental market.
Cash Incentives to Boost Compliance
Under this new plan, landlords will be compensated $10,000 per unit to help enhance their properties and bring them up to compliance with local regulations. To qualify for this incentive, landlords must participate in the federal Lead Renovation, Repair and Painting (LRRP) Program, a crucial step towards removing lead hazards from older homes. This focus on lead remediation is a big step in ensuring the health and safety of tenants, especially children.
Once landlords successfully complete the LRRP program and secure a Certificate of Compliance from the city, they will have the opportunity to apply for additional stipends, up to a maximum of $30,000. Managed by the local firm Alan C. Young & Associates PC, this initiative is expected to draw in at least 150 more housing units into compliance, depending on how many landlords opt-in.
Eligibility and Affordability Standards
The program also emphasizes affordability. Landlords participating in the stipends must commit to keeping rents at or below 80% of the area’s median income for a minimum of five years. This approach is designed to maintain rental affordability while ensuring properties are safe and livable.
